Africa.
B.1 Participation in a PAMO is by invitation. Each invited country
is entitled to send a team consisting of a leader and no more than four
pupils.
B.2 The Team leader must be a mathematics teacher or lecturer.
B.3 A candidate's 20th birthday must be after the day of the
second examination paper.
B.4 Candidates should not have been formally enrolled and commenced
their studies at a university or at any equivalent post - secondary institution.
B.5 Each invited country wishing to participate in a PAMO must
send an official acceptance which must be received by the Chairperson of
the AMU Commission on PAMO by the stated closing date.
B.6 Each participating country should provide the Local Organizing
Committee ( LOC ) and the AMU Commission on PAMO with appropriate fax number,
e-mail etc... It must also send the constitution of its team as requested
by dates specified.
B.7 The host country is to cover all official expenses for the
teams, leaders, and the representatives of the AMU i.e. the President or
the Secretary General of the AMU, the Chairperson of the AMU Commission
on PAMO, the Permanent Delegate for PAMO ( see B.10 ), the member of the
AMU Commission on PAMO representing the next year host country of PAMO,
including meals and accommodations for the period of the official program.
B.8 The only expense for participating countries in attending
PAMO is the cost of transportation to and from the host country.
B.9 African or non -African observers are welcome to attend
a PAMO. Such observers are responsible for all their own expenses.
B.10 The Chairperson of the AMU Commission on PAMO will be assisted
by a Permanent Delegate for PAMO. The Permanent Delegate for PAMO will
be proposed by the Chairperson of the AMU Commission on PAMO to the AMU
Executive and will serve for a period of 4 years. He must be a well
known member of the AMU who has shown evidence of his interest for the
PAMO.
C - MATHEMATICAL PROBLEMS FOR PAMO
C.1 Each participating country is expected to submit six
mathematics problems, with solutions, under confidential cover, to the
Permanent Delegate of PAMO before or on specified dates. Each problem should
require 1.30 hour duration to solve. The problems should, if possible,
cover various fields of pre-university mathematics and be of different
degrees of difficulty.
Problems and solutions may be submitted in English or French.
Problems submitted after the official dead line will not be accepted.
C.2 The Chairperson of the AMU Commission on PAMO and
the Permanent Delegate of PAMO should set up a "Problems Committee" for
screening and shortlisting the problems. The "Problems Committee" composed
of the Chairperson of the AMU Commission on PAMO, the Permanent Delegate
for PAMO, the Chairman of the Local Organising Committee and three other
members ( appointed by the Permanent Delegate for PAMO in agreement with
the Chairperson of the AMU Commission on PAMO ) , should produce a booklet
containing all the problems submitted by the participating countries, with
the solutions as submitted.
The "Problems Committee" should also analyse every problem in detail,
then draw up a report on each of the problems, giving alternative solutions,
difficulty ratings, possible marking schemes etc....
C.3 The highest degree of confidentiality should be observed
by the "Problems Committee “.
C.4 The shortlisted problems shouldn't be distributed to the
participating students.
C.5 The Permanent Delegate for PAMO is to collect a data
base of problems which will be proposed to the Jury (see D.1 for composition
of Jury) in case of quantitative or qualitative inefficiency of submitted
problems by the participating countries.
C.6 The Permanent Delegate for PAMO is member of the Jury and
of the sub Committee of the Jury ( see D3).
C.7 The Permanent Delegate for PAMO should possess both
English and French which are the 2 official languages of the PAMO in order
to ensure an accurate translation of chosen problems into these languages.
D.1 The Jury is to be composed of the President or the Secretary
General of the AMU, the Chairperson of the AMU Commission on
PAMO, the Permanent Delegate for PAMO, the Chairman of the Local Organising
Committee of PAMO, the member of the AMU Commission on PAMO of the host
country if any and the team leaders of participating countries.
In addition to these members, the member of the AMU Commission on PAMO
representing the next year host country of PAMO can be invited to take
part in the work of the Jury. He/She is responsible only for the air ticket
to and from the host country.
D.2 The Jury shall participate in setting, marking the papers
and the determination of winners of the Olympiad.
D.3 A Sub Committee of the Jury, composed of the President or
the Secretary General of AMU, the Permanent Delegate for PAMO, the President
of the AMU Commission on PAMO and the President of the LOC, will confidentially
choose six problems from the twelve problems selected by the Jury, in order
to make up the two papers of the examination ( three problems for each
paper ).
The Sub Committee is from here on responsible for all olympiad activities
of the edition underway and must consider specific matters .
D.4 The Jury and the Sub Committee are chaired by the President
or the Secretary General of AMU if possible. If not, the Chairperson
of the AMU Commission on PAMO and the Chairman of the LOC of PAMO
will co-chair.
D.5 At its first meeting, the Jury will be presented with the
full list of submitted problems with solutions, and will be provided with
the report of the "Problems Committee" as a separate document in order
to assist the International Jury in its selection of problems to be considered
by the Sub Committee.
D.6 Each member of the Jury must inform the other members if
any shortlisted problem is already known to her/his, her/his team,
or other people involved in the preparation of the team.
D.7 Each team leader is to ensure the preparation of an accurate
translation of the chosen problems into the candidates' own language used
by her/his team. So, in addition, she/he is to be proficient in one of
the two official languages of the PAMO, namely English or French.
D.8 Each member of the Jury is to attend all the meetings of
the Jury and take part in its work.
E - DELIBERATIONS
E.1 Each member of the Jury has one vote. A motion shall be
carried by a simple majority of votes. In the event of tie, the Chair shall
have a casting vote.
E.2 The meetings of the Jury will be conducted in English or
French. Whenever requested and, in particular, before any vote, interpretations
will be given in other languages.
E.3 When a problem has been selected, the Jury shall first approve
an English or French language version. Final versions in other languages
shall be approved by the Jury.
E.4 Before the competition, the Sub Committee verifies that
all candidates comply with the prescribed conditions for PAMO participation
E.5 During the period of the official program of the PAMO, the
use of computers and GSM is not allowed for the participants.
E.6 During the Examinations the use of notebooks, mathematical
tables, calculators; computers, GSM etc...is not allowed for candidates.
E.7 The Jury considers any written questions raised by any candidate
during the first half hour of each of the two examinations, and decides
on the replies to be given.
E.8 After the examinations, the Jury:
Considers any dispute which may have arisen during the coordination
of the points proposed for a solution and decides on the appropriate number
of points to be awarded.
Approves the scores for all candidates.
Decides the award of gold, silver and bronze medals.
Decides the ranking by country.
Considers and makes decisions on all proposals to award special prizes.
F - PRIZES AND CERTIFICATES
F.1 The host country shall provide medals and other prizes.
F.2 The host country shall provide certificates of participation
to all student-participants in the Olympiad, and special certificates for
gold, silver and bronze medals.
F.3 All the certificates are to be signed by the Chair or Co-chairs
of the Jury.
G - REMARKS
G.1 These regulations cover matters which should not change
from year to year. If a host country wishes to vary any of them, the AMU
Commission on PAMO should be consulted.
G.2 In addition to these permanent regulations, each year the
AMU Commission on PAMO, in collaboration with The Local Organising Committee
for PAMO will make regulations stating:
The place and dates of the PAMO.
The date by which official acceptance of invitation to participate
must be received.
The dates by which participating countries must send information
about leaders and team members.
The dates by which problems proposed for the competition must be received.
The agenda for the official program of the Olympiad.
These REGULATIONS FOR PAMO are valid from June, 28th,
